here you must drive 40 Km/h on open roads en in the city 30 Km/h...
your're alloude to drive 45 @ topspeed also you must have 0.6 KW (not HP)

1kW is 1,36 HP, so your scooters are alowed to have only 0.186HP? 

those regulatons are disaster, how is that posible? you would be faster on a bicikle- i see the point now- more bikes less motorbikes
